This article analyzes the essence, purpose and socio-economic consequences of the land and water reform carried out in Uzbekistan in 1925-1928. The processes of reducing the share of poor peasants, strengthening the middle class and changing the economic position of rich peasants as a result of the agrarian policy of the Soviet government are covered on the basis of historical sources. The legal basis of the reform, the mechanism of its implementation and the fact that it created the basis for the collectivization policy are analyzed on a scientific basis.
